10 years
the clock is ticking
Due to departmental cover ups, a web of complex immunity clauses and restrictive statutes of limitations, far too many criminals in uniform were evading justice. Heinous assaults reached unacceptable levels, stretching from San Diego to Eureka.
Finally, in 2021, California’s legislature passed a progressive law that stipulated victims would get 10 years to file suit against the County, City, or Department where a rogue officer works. Those 10 years would either start from when the incident occurred, or when the perpetrator was fired, retired or convicted in criminal court.

- Officer Morgan McGrew, CHP Los Angeles, 2014-2016 – Sexually harassed 21 females during vehicle inspections.
- Officer Frank Meranda, CHP Contra Costa area, 2015 – Harassed/stalked women who sought assistance.
- Deputy Jose Davila, CHP Kern County Area, 2013 – Followed a woman home and sexually assaulted her.
- Sgt. Gabriel Ramos, Elk Grove PR, 2021 – Sexually assaulted a woman after meeting her on duty at a radio call.
But what if the story ends differently? That’s what we’re here to make happen for you. For example:
- Officer Xavier Aguirre was a member of the California Highway Patrol in the Santa Ana area. In 2018 two women claimed he searched them illegally, followed them home and sexually assaulted them. While the criminal courts were unable to convict him one of the women’s attorneys filed civil cases and was awarded 4.5 million dollars.
- Sgt. Christopher McGuire of the Paso Robles Police Department. In 2017 a woman alleged he sexually assaulted her after responding to a Domestic Violence call. The woman won a settlement for $1.5 million dollars.
- Officer Donald Moncrief of the San Diego PD, 2014. He sexually assaulted multiple vulnerable/ intoxicated women. At least one settlement of $250,000 was revealed.
Then there are cases where civil cases have never been filed, at least not yet, but the cop has gotten or is facing their day in court. By coming forward, some brave women can say they are helping to put away monsters like:
- Officer J.D. Torrence, Sanger PD, 2021 – Sexually assaulted a female motorist, and six other victims came forward. Criminal charges are filed.
- Noah White Winchester, 35, a San Mateo cop, was locked up in 2020 for 81 years for sexually assaulting six women.
- Officer Christopher Hays, San Diego PD, 2014 – Sexually assaulted multiple vulnerable/ intoxicated women – 1 year in prison, 3 years’ probation.
What if the victim can’t summon the courage to make a bad cop’s employers pay for his actions? What if he gets to use the cloak of his uniform to rape more woman?
- Former San Diego police officer Anthony Arevalos is currently serving prison time for multiple felony counts of sexual battery, assault and asking for bribes while in uniform as a police officer patrolling the Gaslamp from 2009 to 2011.
- On Sept. 25, attorneys and city officials announced that a San Diego woman who was victimized by Arevalos will receive $5.9 million in a legal settlement negotiated between the victim and the City of San Diego.
- The woman, known only as “Jane Doe,” filed a claim of police misconduct after an interaction with then-officer Arevalos inside a 7-Eleven store bathroom on March 8, 2011.
