Howard “Howie” Rubin is a retired Wall Street financier accused of running a violent sex-trafficking scheme that preyed on women for over a decade. Rubin – a former portfolio manager and Salomon Brothers bond trader – leveraged his wealth and influence to recruit women (often former Playboy models) under false pretenses. According to federal prosecutors, between 2009 and 2019 he enticed victims to fly to New York for paid photo shoots or encounters, then trapped and abused them in a private Manhattan penthouse “dungeon”. Many survivors report being subjected to extreme BDSM practices, violence far beyond their consent, and even electric shocks in a soundproof “sex room” Rubin had  built in his apartment.

In September 2025, Rubin and his personal assistant were indicted on multiple sex trafficking charges for this alleged nationwide scheme. Prosecutors say Rubin spent over $1 million to fund the operation that facilitated these abuses. The U.S. Attorney handling the case emphasized that no one is above the law – not even a millionaire with a penthouse dungeon – and vowed to bring Rubin to justice. Law enforcement has also urged any other victims or anyone with information to come forward. These developments mean the window is open for survivors to speak out, knowing that authorities are taking the allegations seriously and pursuing criminal accountability.

Rubin’s victims have found success through civil litigation in the past. In 2022, a Brooklyn jury found Rubin liable for sex trafficking and battery in a civil lawsuit, awarding $3.85 million in damages to a group of women he harmed.
